System Information
Operating system: win10
Graphics card: 750ti

Blender Version
Broken: blender-2.80.0-git.cc73d59ad580-windows64
Worked: (VID_20190406_203155.mp4)

Short description of error
At first i crate new sculpt project and then just start messing up in this, after few seconds i see this.
Odd behavior on clay strips selected. At first it start to do "cube" shape on mesh and then we could see strange deformations GLITCH_SCULPTING.blend
All settings are in default.

Exact steps for others to reproduce the error
Well... after loading saved file problem does not exist anymore.. i try hard to reproduce that. Short video added. Sory im afraid that i can't help much more

As you state yourself, it doesn't seem to be easily reproducible with the saved files. I tried to reproduce the error by sculpting a bit but couldn't.

If we are going to be able to solve this issue, you need to figure out some easy to reproduce step so others can too trigger this easily.
Otherwise it will be really hard to figure out what is going wrong here.

I'm not a developer here.

But, what is your input device? Are the problems happening with all of them (tablet, mouse)? Are the problems happening only in Sculpt mode? Do you not notice any problems in Texture paint mode for example?

Edit:
Ok, I think I can reproduce the problem. You open the .blend file and do some strokes several times. Undo (Ctrl+Z) many times until you reach the beginning. Repeat some strokes randomly. If you do not see anything strange, you will undo again it many times and you'll do strokes again.
Apparently you must do one more Ctrl+Z step than the number of strokes you did prreviously for the problem occur. Even if you do Ctrl+Z immediately when opening .blend file, then problem happen.
Here using Linux and wacom tablet.

Interesting ... sorry for late respond. I use mause and again, ( i update blender too... ) all you have to do is follow what i done on this video... spin that "thing" to see neck area and just swing a few times your mause. I done this again within 10 seconds. It works barely always. And no i only sculpt on this clay strips brush ... i can't trigger that nasty glich with other brushes.VID_20190410_221528.mp4

I can reproduce the problem, even with the latest nightly.

You have to be really careful on what the top left, where's the brush datablock, says.
When opening the project it's on Clay Strips, if you try to reproduce the bug that way you can't (I can't); either you do a Ctrl+Z so that Rotate is selected, or just click in that brush datablock to select Rotate.
You can see also in the video he posted that that is the one selected.

Then to reproduce the issue, I keep sculpting without leaving the pressure on an area at the edge of the model, and after few seconds everything breaks:
