System Information
Operating system: windows 10 home
Graphics card: NVIDIA GeForce GTX 1070 Driver version 25.20.100.6373

Blender Version
Broken: 2.79, 2.8 beta
Worked: n/a

whenever i start blender, in any theme, when i hover the mouse/curser over the 3d space with the default box, it will dim for like a millisecond or two before going back to normal. it wouldnt be so annoying if it didnt do it every time i touched anything in the ui, but it does.

Exact steps for others to reproduce the error i dont know, fresh install blender.
Based on the default startup or an attached .blend file (as simple as possible). both

ps.
tried disabling vertical sync and using triple buffer to no avail

That seems to be an intel driver version number and not the nvidia driver version. Are your sure you are not using an intel GPU to run blender?

In any case you should make sure both your intel and nvidia driver is up to date:

I've had this problem forever in 2.80 on Windows 10 / Nvidia 1060 where moving the mouse left and right between the Outliner and the 3dview etc. would cause the distant part of the 3dview to darken for a 5th of a second or so (about the time that it takes tooltips to pop up) then go back to normal. This sounds like a longer time than you're describing, so maybe your issue is different.

It does not happen when in true full screen mode (Window -> Toggle Window Fullscreen), so see if it does or not for you.

I thought it was actually fixed a day or two ago as a result of the fullscreen and Properties-window-opening-behind changes, but now that I look I see it's back :(

I do also see the 2.79 behavior that you describe, but there it's much faster to resolve so not quite as noticeable.

Gavi Scott (Zoot) is ma MAN.

"Window -> Toggle Window Fullscreen" worked for me, its a simple workaround!

I fix it:
in nvidia control panel under display, under setup g-sync, disable it like here image_2022-09-12_165730020.png

bad news:
I can confirm this Bug is also present on MacOS.

good news:
Gavin Scott's workaround also works on MacOs!
However it introduces a funny bug, where the icons in the top bar have a darker rectangular background.
It is impossible to screenshot, because the selected area will turn dark as well haha.
This is definitely preferable over an epileptic shock, but suspicious none the less.
Thank you Gavin for sharing this easy workaround!!

Since i'm on MacOS I have no idea if or how i would even access the drivers …

I'm running a Hackintosh, that thinks it's an iMac. I'm on Blender Version 3.5.1 2023-02-04.
My GPU backend is set to Metal, but i've had this bug from time to time in almost all versions of Blender, on intel macbooks, my hackintosh as well as m1 machines.
usually it was fixed by restarting blender, but ever since v3.5 it has become more common.

I don't see it as a too big of a priority, but it might be worth checking out, in case it's a symptom of a larger driver issue.
