Collections - Cannot 'Unselect' and Too little buffer zone/space on bottom #63555

Short description of error
I'm not sure if the reason is collapsing, but usually after I'm done editing the objects inside a collection I hide them and collapse the collection. But after that I cannot unselect the collection by clicking on empty space. I can select any other collection, but not being able to unselect 'all' of them makes adding new collection using the 'add new collection' icon on the top right troublesome as the new collection tends to get added inside a current selected collection instead of being parallel to it (outside of it). After I delete that mistakingly added collection (inside another) .. all collections are automatically unselected and I can now add a new collection outside of any other.

Issue 2:
Also when the space runs out in the window, there is too little space below the last collection in the visible part (before slider is added). Adding a new collection becomes troublesome again, I suggest increasing the buffer zone/space or whatever you call it.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

You can't really unselect anything by clicking on empty space in the outliner (at least for me). So I don't really see any difference in behavior from normal.

You can use the standard short cuts for deselection if you want to select the currently active collection. Or just right click in an empty space and add a new collection that way.

In other software as well as the intuitive feeling is this, that clicking in empty space should unselect everything. Blender does it for faces/etc selected in modelling viewport (edit mode), for example.

If what you say is true, then in that case please (REALLY PLEASE!) make that into the normal behavior. I mean yeah, I can use a shortcut (which I don't know is what).. but in 2.8, having a graphical way of doing it seems to be a common sense need (and I'm sure many other people feel that way as well). I mean suppose I'm using my mouse to select a layer, I selected the wrong layer by accident, then I quickly click on the empty space to unselect it, instead of reaching out to my keyboad (which takes more time). You can see in the OP, the other problem this is causing.

The shortcut for deselecting is alt+a.

@ZedDB : Ok thanks about the part. But it is 'very' annoying to me to have to use alt+a, instead of just clicking empty space.
