Short description of error
Clicking the fly-out widget to open the Info (N) panel does not open the panel when you start up Blender. However if you press (N) to open the panel, then (N) again to close it, you will be able to click the widget and open/close the panel.

Exact steps for others to reproduce the error
Kill your configs by deleting the 2.8 folder in users/appdata/roaming/blender
Run Blender
Click on the flyout widget to try and open the Info (N) panel. Nothing will happen. Click around to hunt for the hot spot. Nothing will happen.
Press (N). The Info panel will open.
Press (N) again. The info panel will close.
Now click on the flyout widget to open the Info panel. It will work just fine.

I can confirm this in a recent build of commit 9e3246ce6e.

Additionally, the same seems to be applicable to the tool panel:

Open Blender
Change Editor to "UV Editor" --> By default the tool panel is closed there
Click on the small triangle of the tool panel
(4). The tool panel won't open, even if clicked multiple times
Press the T key
(6) The tool panel will open
Close the panel again with the T key
A click on the triangle works from now to open the panel

I'm able to reproduce it in an older build, but not in the most recent version. So it has probably been fixed by now.
