Blender doesn't respect NumLock #63948

Operating system: Windows 10
Graphics card: N/A

Broken: 2.80 beta, as found on the splash screen

Blender doesn't respect NumLock, in that regardless of whether NumLock is on, NumPad 4 is interpreted as "NumPad 4", rather than "left arrow".
Some keyboards have a Numpad but no Navigation keys; all these keys are available on the NumPad, but Blender fails to differentiate between input with NumLock on or off.

Exact steps for others to reproduce the error
With NumLock off, press the NumPad 4 key.
Expected behavior: go to previous frame.
Actual behavior: rotate viewport.

Did it ever? As far as I know, Blender treats the Numpad keys as the Numpad keys. Corrections welcome.

Closing this because it is intended behaviour. It might be useful to use the arrow keys right next to numpad to change frames etc.
