Based on the default startup or an attached .blend file (as simple as possible).

I receive an error message when I try to unzip the manual.
"Archive is not readable. Would you like to try a password?" The file looks empty too. Please advise. Thank you, SisMoon ipreferaliens@gmail.com

The file looks empty too.

If the file is empty or zero-length, it sounds rather like the download failed.
Where are you downloading it from?

The 2.80 manual link has this warning message:
Blender Manual is being updated in preparation for 2.80 release. This is work in progress. Various sections of this manual have not been updated, or they are updated only partially.

I suspect the doc people are not updating the .zip link until the full manual is ready.

The issue was caused by upgrading Sphinx,

The zip-file is generated after building the manual.
Sphinx is attempting to manage resources referenced by :download: (creates a special path for this to be copied to),
however this doesn't work for us since we want to copy the zip to a fixed location after the manual is built.

Resolve by using a regular URL to the zipfile - rBM4657
