glitchy pixels over objects in viewport for look-dev mode #64454

Short description of error

This problem is happening with this file for this and the previous Blender 2.80 Beta release. Multiple moderators on Stack Exchange directed me to report this as a bug. When in look-dev mode, objects appear with multicolored pixels glitching over the object. This was not the case when I first started building the scene. This happened at some point after re-saving under a different file name and deleting all instances of original objects (for .fbx export purposes).

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Try making objects with Principled BDSF shaders on them, instance them a few times, delete the instances, and export the the originals as .fbx (or maybe delete the originals and try exporting instances?). Try re-saving the file too. It does not matter if you are in Cycles or Eevee.

BoosterTower05.blend opens without errors.
BoosterTower06_exports.blend has these display errors when the viewport is set to "look-dev" mode.

The problem has actually worsened since newer releases. The most current release does not allow anything to be shown at all in "Look-Dev" mode except the outline of objects. This is true even for the startup file; the cube the scene starts with only appears as an outline. Remember, I am running Blender on a laptop. I suspect this has something to do with whether or not the hardware has a compatible GPU, which most laptops don't.
