Short description of error
The menu of the last operation works fine, but in one file it has turned off. It does not respond. If you go into edit mode, then it works. After exiting the edit mode, the menu starts working, but when you try to change something in this menu, the blender itself returns to the edit mode.
if I Load Factory Settings, then this menu becomes active, and starts working.

You can fix this by going to Preferences > System and enabling Global Undo.

There have been some bugs in add-ons that have caused this in the past. We have fixed various cases now, if you can find a specific add-on that causes this or other steps to reproduce the problem where this option gets disabled, we can investigate further.
