Workspace tab behavior is buggy. #65084

Short description of error
Nonsensical tab behavior when creating another instance of an existing tab type.

Exact steps for others to reproduce the error
In a new General document, let's say you want a second workspace based on the initial default and currently active Layout workspace. If you use the /+\ button at the right end of the tabs and select General->Layout, then what happens is quite bizarre. A new tab gets added to the right end of the tabs as expected, but this new tab is linked to the existing Layout tab and it maintains the focus, while the old Layout tab on the left gets the new workspace name and links to the newly created workspace. This seems like a straight out bug that the two are reversed. The new tab should always be on the right with the newly created content and should receive the focus.
