Short description of error
Different mouse cursor behavior (in 3d viewport) when you activate the annotate tool by clicking on the icon or hotkey (in the industry keymap).

Exact steps for others to reproduce the error

  1. Activate the annotate tool by clicking on the icon (the cursor has changed)
  2. Press hotkey (any of Q,W,E,R), the cursor has not changed.

Another problem if you first activate the annotate tool by pressing D key. When you try to write on the screen the mouse cursor changes in real time to the brush and back to the mouse cursor (as it should be?) but if you move the cursor in another area (timeline, outliner etc...) or click right mouse button it changes to the brush forever and is not reset even if you try to change the tool using shortcut. (Q,W,E,R) But it will change if you click on the icon of a specific tool manually.

I get the same result. This bug report describes the same issue as #65329 . Therefore I will archive this report
