I have never contacted Blender before, but I thought I have to for 2.8 as it is an amazing piece of software.

There is a tool tip missing (see image).

When you roll over the drop down icon shown in image number four, there isn't a tool tip shown.

This is a [popover ]] (which draws a [ https:*docs.blender.org/api/master/bpy.types.Panel.html | panel ).
Same is true for the following:

Panels dont have a description/tooltip, and I am unaware of a method to let them draw one, so I doubt this would be considered a bug.

Closing (unless @brecht, @ideasman42 or @WilliamReynish have objections?)
