Short description of error
particle system roation bug bugging / confusing since years, still...

Exact steps for others to reproduce the error

make tree that is facing to z+ axis like real trees do...

make sphere

add particle system on sphere
in particle settings ,go render ,and setup render as > object, expand object settings and for instance Object choose your tree, below that click on object rotation to enable

now scroll to top and enable Rotation and choose Orientation of normal

if you run simulation then you see your tree rotation do not face up on shperes normals...

if you dont click on object rotation then need go to trees edit mode select mesh and rotate it on X axis to that trees Z+ axis faces -Y axis.

additional litle bug when clicking object rotation and Rotation back and forth sometimes..

please come on guys this bug is crazy since years . time to fix this super confusion / bug finaly...

We are not going to break compatibility with older .blend files until we replace the particle system. So we are not going to fix this until we have the new particle system in place.
