Short description of error
3D Cursor not snapping correct to increments using snapping or ctrl, ist starts to move in increments but relative to the position where the Mouse clicked or was entered the drag mode

Exact steps for others to reproduce the error

Default Cube, Top view. 3D Cursor in World Origin,
Hold Shift, RMB to Start Dragging, let SHIFT go, drag the 3D Cursor
Hold CTRL, snapping active BUT not relative to the old(initial) 3D Cursor Position!

Also Applies with snapping enabled.

Compare with the behavior of Cube when entered Move (G) and the holding CTRL

And yes it would be very helpful if this could work :)

I'm not sure what you meant, if you want the snap to be done on the grid, you currently have to enable the Absolute Grid Snap option in the snap options.
Incremental is used to increment values to an initial coordinate.

Ok, this helps.

However, while grabbing the cube it will automatically be like using absolute grid. o I like to point out this inconsitency here.

i.e. you can move the cube without snap and then hold CTRL and it will snap to grid if it was on grid when you started the grab. This is not the case for the 3D Cursor and I see no reason why it should be different?

I tested here and the 3D cursor also works by snapping to "increments".
We require the steps to reproduce the problem.

3D Cursor in World Origin,
Hold Shift, RMB to Start Dragging, let SHIFT go, drag the 3D Cursor a bit around
Now hold CTRL, move Cursor 5 units of snapping X+ wise

Cube in World Origin,
Select Cube (LMB), GKEY, drag the Cube a bit around
Now hold CTRL, move Cursor 5 units of snapping in the same X+ wise 4 units

Now compare the Outcome. Is the 3D Cursor at the same location as the Cube? Is the Cursor on Grid? (as the Cube)
