Force field (wind noise) does not affect dinamically the hair particle effects #66919

Operating system: win10 64 bit
Graphics card: gtx 1060 6gb

Blender Version
blender 2.8 candidate version

The noise of force field wind does not affect the hair particle trought time when enabled, it does change the hair orientation ad apply the noise only on the first frame, then the noise does not move the hair particle effect in a dynamic way like used to do in blender 2.79

Exact steps for others to reproduce the error
Based on a plane with a default hair particle effect and a wind force field with a certain noise value, the hair will not move in time but only in the first frame.force field on hair.blend

This seems to work with Hair Dynamics turned on (in 2.8) whereas it was "working" without that in 2.79 [but that is more or less pure jitter].

@Melkor: out of curiosity: what is the usecase for doing this without dynamics?
@Sergey, @brecht: it is a weird effect without dynamics? [maybe I am getting it wrong, there might be legit usecases and this is a legit bug, but] given the fact that it works with Hair Dynamics turned on, will confirm at low prio for now...

Thanks for replying, using a small ammount of noise in the force field WITHOUT hairy dinamycs enabled help to create a lite animation for a large ammount of hair particles without need for long bakes and physics configuration for the hair particles effect, things that (for me at least) usually takes a lot less time without quality loss in much scenes, configuring physics and baking everything takes much more time for pretty much the same result on not important things, the force field noise animation without hair dynamics enabled is a feature that i personally use a lot, and i wouldd really like to use it in 2.8, so i created this post... (For the people that says it is just a glitch animation, it is not, in the example file in this post i just made a random situation to se the animation bug, with a bit of configuration the result is really enjoyable for a lot of situations)
