Short description of error
Creating new objects align to world not working once changed to something different

Exact steps for others to reproduce the error
1- Go to Edit > Preferences > Editing
2- Set New Objects > Align To > 3D Cursor
3- Go to viewport, it works fine
4- Go back and change Align To > World
5- it still operates in viewport as it's still in 3D Cursor mode
6- Try the same using viewport, getting same results

Cannot set new objects to align to world unless I change the 3D cursor settings, by setting it to Transform, and keeping transform to Global

The preference controls the default value the first time you add an object in a Blender session. After that it remembers the last value set in the Adjust Last Operation panel. This is not considered a bug.
