Short description of error
I cannot assign shortcut to subdivision surface.

Exact steps for others to reproduce the error
It was keep adding a new shortcut key and couldn't fix by going to Modifiers > Add Modifier > Subdivision Surface and Right clicking and Assign Shortcut. It should override the setting not keep stacking.
How I fixed: Go to Edit > Preference > and search "add modifier", I found multiple shortcuts assigned to Subdivision Surface.

How I fixed: Go to Edit > Preference > and search "add modifier", I found multiple shortcuts assigned to Subdivision Surface.
And I left only one of them and deleted others, then it worked.
Still not showing proper setting if I go to Modifiers > Add Modifier > Subdivision Surface and Right clicking. It says Assign Shortcut only, even though it's already assigned and should show "Change shortcut / Remove Shortcut". But the shortcut there and working.

The multiple Shortcuts are because of the different levels for the Subdivision. If you press Ctrl+2 the (viewport) Subdivison level 2 is added, with Ctrl+5 Level5 is added.
But in general the option to add a Shortkey shouldn't appear like this, I guess. There is no possibility to add a shortcut with the in 2.8 usual way (rightclick/Assign shortcut).
But the same goes for other modifiers. I couldn't add a shortkey to any other modifiers either.

Jacques Lucke (JacquesLucke) triaged this task as Confirmed, Low priority.

That is probably a limitation in the current system. The shortcut is added to the object.modifier_add operator, and not to a specific modifier type...
Can confirm the issue, but I think this has low priority.
