I am not sure if this is really an importer issue.
Here is what i did so far:

  • tested on Blender 2.79 with default settings and i found everything is working as expected
  • tested on Blender 2.79 with find chain nodes and autoconnect enabled. that works as well
  • tested on Blender 2.80 with default settings: bones animate wrong
  • tested on Blender 2.80 with find chain nodes and autoconnect enabled: that works

It can well be a change in the importer or a change in the animation system.
Any opinion from an animation expert developer ?

It can well be a change in the importer or a change in the animation system.

AFAIK the animation system hasn't changed in such a way that would cause rotations to be stored in a different way.
I have zero experience with Collada, so I can't comment on the importer.

Germano Cavalcante (mano-wii) changed the subtype of this task from "Report" to "Known Issue".
