Short description of error
Played a little with 'Sculpt Mode' of Grease Pencil as in the following screen:

Switched to Vietnamese translation and found that the list of TOOLS on the right is still in English. I don't understand why, as seen in the image below:

Is this something hasn't been done properly?

Exact steps for others to reproduce the error
Just load this attached file and click on the right hand side 'Brush' icon to see the list of brushes.

Place this Vietnamese language file in the directory (2.80/datafiles/locale/vi/LC_MESSAGES):

blender.mo

Then go to the 'Edit->Preferences', Select 'Vietnamese' from the 'Translation' tab. Turn on the 'Interface', 'Tooltips'.
