@JoshuaLeung, is this by design?

It seems this is from times, when frame 1 was default start frame. So by design, but circumstances has changed.

I always leave the mismatched End Frame setting until I have completely finished my project. Then I subtract 1 End Frame by hand, so it lines up correctly. It's important to note that Blender will always import a drag 'n drop video to the Playhead. So if you decide to adjust the End Frame setting, so it lines up with the end of the footage, then you click the "Jump to End Frame" navigation button, and import video footage, it will cause the video you imported to overlap instead of continuing on the next open frame -- because the Playhead will be one frame into the footage, while the End Frame setting will be after the footage.

After doing some investigation, I have come to conclusion, that End frame is set correctly to a blank frame that playhead is currently displaying. This is not quite possible to resolve - see comments in D7246.

set_range_to_strips operator will set range to strips correctly.
