Selecting Vertices Edges and Faces not working in any solid shading mode/Constant Chrashes rendered mode (Evee and Cycles) #67508

Short description of error
After about 10 minutes work, selecting in Edit mode results doesn't work or selects random Vertices/edges/faces , Wireframe and X-Ray works fine(Like Bug Report #63940).
Blender is also randomly chrashing once i enter any rendered mode.

Exact steps for others to reproduce the error
Bug only occurs on this PC(on 2 other PCs Blender 2.8 works lika a charm) after doing random work in Edit mode, mostly it occurs after adding Vertices.
Blender 2.79 works just fine.

Can you provide a .blend file demonstrating the problem?

So i did some Research:
The constant chrashes in rendered mode only occur when i use external Monitors. i wasn't able to reproduce them with only the main Laptop Screen.

The selection bug happens after random actions.

First the viewport freezes, after changing back and forth, the viewport works again, but selection with X-Ray turned off results in random selection with box or circle select and no selection with just selecting.

Once i save and restart blender it works again.
When i save it while the viewport is frozen, the viewport loads frozen.
In the attached file the lower viewport loads frozen on this computer

i noticed that the Installation of the new graphics driver doesn't show up and the Installation just aborts without notice, so the Problem is most likely caused by some mess on this Computer, not Blender.

This graphics driver is too old, you need the latest version from the Intel website.
