Adding more segments to hair particles does not work.
Turning the number of segments for a hair particle system up (or even down) does not affect the hair at all. I went into particle edit mode to make sure about this. Oddly enough, the vertices of the hair strands were actually there, but editing them was like editing a curve with fewer segments than control points.
To reproduce:
Add a hair system to the cube.
Enable hair dynamics.
Play animation.
Stop animation and rewind.
Increase the number of segments significantly.
Play again: the hair will be floppier, but still as irresolute as before.

you forgot to upload .blend file to reproduce this issue
Please, update this report following strictly this form https://developer.blender.org/maniphest/task/edit/form/1/
OS, main memory size, GPU brand and model, GPU drivers version can be necessary to solve this issue
Check if you hardware and OS work properly outside Blender use
You can check here https://www.blender.org/download/requirements/ if your hardware and software meet Blender requirement, if not, you can consider this report as invalid until Blender developers validate this issue

Cannot reproduce here.
Are we possibly talking about the
Viewport Display
here? (if increase this along with the segments, the display is as smooth as it should be...)Properties Editor

@zargul : does this fix it for you?
I turned up the steps thing and it worked. Thanks.
For future reference, I thought that providing steps for reproducing the error from the default file voided the need to attach one. Is this the case?
Changed status from 'Open' to: 'Resolved'
Ok, will close this then.
Generally it is always good to provide reproduction steps as well as a .blend file, but it really depends, often times it might be enough to post the steps... If the steps are based on the default cube then I prefer a .blend as well if there are more than a couple of steps to reproduce [I've seen reports with like 30 or more steps to be taken...]
