System Information
Windows 8.1 64 bits
Blender Version
Broken: Blender 2.80 rc3
Worked: (unknown)
Short description of error
User interaction with sliders inside “Pop-Over/popup” window gets interrupted by buttons from same parent “header menu”
(i disabled 'Continious grab' in this gif only to make the cursor visible while dragging for easier understanding. It does not affect the outcome)
To be more precise, its these red marked buttons that still can be activated when dragging inside a slider.
Exact steps for others to reproduce the error
“hidden” cursor touches the downwards looking arrow(not the icon) for “show overlays”
Clarification for step 4-5
Expectation:
Interaction with “sliders” should only stop if the user is pressing “Esc” to cancel, mouse button is released, etc.

I can confirm this UI/UX bug.
The behavior should be that's even if goes outside of the slider, it's should works fine, e.g. when in 3d Viewport while moving cursor goes outside of 3d Viewport it's works.
To more clarify the issue, while holding down mouse cursor on pop-over menu's button/prop to the parent toolbar(which generate the pop-over) button arrow the previous values's remains preserve and next pop-over is shown. Even pressing Ese key (the controls goes form orignal button) although new pop-over menu cancel..
Note: the prob is not only with sliders but, every button type e.g. check-box..
but in case of other button (not sliders) happens when you release moue to other button (arrow down).

The cursor should not even be moving at all when dragging number values. Here on macOS, it does not, so this issue can not happen.
Does this issue happen with the Windows version of Blender in general? It could be OS-specific.

OK I am able to confirm this now - took a while to figure out. It's easiest if you disable Continuous Grab, but can also be done with it on.
@ideasman42 probably something for you I guess?
