Undo system doesn't follow the mouse position on editor anymore? is this by design or a bug?
Exact steps for others to reproduce the error
In blender 2.79 Blender will, at this point when your cursor is on the sculpt mode editor, undo your sculpt strokes and if you sculpt some thing at the stage and undo, the undo will with be affecting where is your mouse. But in Blender 2.8 the undo system with things to modifier in text editor when your mouse in sculpt mode editor.
Here is in Blender 2.79
And in Blender 2.80
Note that the Blender 2.79 behavior is the way to go, since many times you need to write some notes while working on huge and complex project.
In both scene global undo is on.

This is more of a design issue then a bug.
We could for example, skip all text editing undo steps when undoing in the 3D view.
Vice-vercer when undoing in the text editor.
However you could accidentally loose work without realizing it:
By undoing in the text editor you could then loose texture painting without realizing it.
@ErickNyanduKabongo - closing this report since there isn't an obvious improvement to the design that makes this work as you expect, unless we support 2.7x style multiple undo time-lines which can get out of sync, causing other kinds of confusion
