[2.80.75] Viewport zoom/pan breaks entirely if startup scene lacks initial object (rotate also doesn't pivot correctly) #68074

Operating system: Windows 8.1
Graphics card: GTX 970

Blender Version
Broken: 2.80.75

Short description of error
Following removal of the default cube from the startup scene (and saving it as the new default), if the viewport is zoomed a certain distance inward (using either the UI, the mouse or the 'Emulate 3-button Mouse' setting) neither the zoom or pan tools will continue to function.

When this issue occurs the rotate tool also no longer pivots on the center point.

Exact steps for others to reproduce the error

  1. Open the default startup scene (possibly works with any startup scene originally containing an initial object). Have the view mode set to perspective.
  2. Delete the cube.
  3. Save the modified scene as the the default startup scene (File>Defaults>Save Startup File).
  4. Restart Blender.
  5. Add an object to the scene.
  6. Zoom in close.

Upon the last step the zoom/pan/rotate tools are affected by the issue. I've attached the modified startup.blend file that produced the issue on my install, along with a video capture of the issue.

Sorry for the late reply, didn't see this until now. I can no longer reproduce the issue as of 2.90.1 so appears to no longer be an issue.
