Short description of error
The video sequencer will not allow the scene for that sequence to be added to it.

The weird thing is that opening a pre-existing 2.79b file with a scene in the sequencer for that scene plays fine in preview, but will not render as soon as the scene is needed (IE: If you put video over the scene in the sequencer it renders fine until it gets to actually using the scene, then blender crashes).

Exact steps for others to reproduce the error
Open blender with a default file.
Add a Video Editing tab and move to it.
Attempt to add a scene to the sequencer. The menu is empty.
