I do not know what to allow to pass through fire wall (or other thing to do to get Blender to connect to Blender ID service).
On a corporate network
Installed Blender ID add-on
Entered correct credentials (checked via blender cloud with web browser
Exception reported after pressing Log In
"Exception POSTing to https://id.blender.org/u/identify: HTTPSConnectionPool(host='id.blender.org', port=443): Max retries exceeded with url: /u/identify (Caused by ConnectionTimeoutError(<urllib3.connection.VerifiedHTTPSConnection object at 0x000001C101D31358>, 'Connection to id.blender.org timed out. (connect timeout=5.0)'))"
Hand typed - sorry if typos.. could not find log file to Copy From.

Only this step is required to contact to Blender online...
I think, it's not a problem related to Blender itself...
In your system checks if other apps are allowed to contact to internet... & something proxy setting you are using?
Looks like more system administrating problem...
try to contact one of the blender community sites https://blender.community/c/
