Locking a transformation in the properties panel doesn't stop it from changing #69067

Short description of error
Blender give the ability to modify multiple values at once, by clicking and dragging across the values (as shown below). This functionality does not obey locked values.

Exact steps for others to reproduce the error

This is demonstrated in the gif below.

  • On any object, go to the Transform section of the Properties panel and lock any of the values with the padlock icon.
  • Hold the first item of any group of values.
  • Move the cursor down to select all the values.
  • Without letting go of the mouse, drag left/right to change the values.

Expected behaviour

The locked value should remain the same, while the others change.

The locks aren't for that - the locks will stop you from using transform tools for those axes, but you can still type in values manually.

That sounds a little counterintuitive to me. If I click a lock, I do it with the expectation that the value will never change. If not, I feel like the ability to change a locked value should be explicit, and dragging to change a value doesn't feel that way to me (clicking on a value and typing in a number does, though). Especially when I'm changing multiple values at once.
