Short description of error
Setting precise dimensions in dimension panel affects scale set to object - breaks bevel (and other) functionality.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Create a cube of a certain size. I'm trying to make a tabletop, so I'm making the cube 72". Use the Dimensions panel to set the other 2 dimensions to the correct size (in my case, x:72" y:48" z:2"). Scale changes to x:1 y:.667 and z:.028. Scale should remain as 1 in all axes and dimension should set values independently.
Otherwise, things like the bevel tool or modifier act as if the mesh is distorted, which doesn't allow you to add an even bevel.

I'm a new Blender user (use C4D mostly, but have used Wavefront, Electric Image, TDI, Lightwave, etc.) so I may be confused here, but dimensions should reset the scale (or keep it) at 1/1/1 in order to have the tools operate properly on the mesh. Otherwise Dimensions is just another way to scale the object (which is less useful).

Not a bugs though...
In Blender Dimension & Scales both effects proportionally when you modify one of them
Latter (when you really need it e.g. before using modifiers) you can apply scales which sets the scale back to 1 (same for all transforms)
In Viewport press Ctrl + A to access menu:

This is basically asking for parametric objects in Blender. We don't have that built-in, and it's sorely missing, but it's not a bug.
