No Annotation options when selecting GP objects

Short description of error
When selecting a Grease Pencil object, the annotation dropdown in the sidebar of the 3D Viewport disappears.
When the Annotation Tool is used Blender will deselect and remove the GP object as the active object, which brings the Annotation options back to the interface.

Event Timeline

Internally, GP objects and annotations are the same and share the same code. By design, it's impossible to use annotations when you are drawing in grease pencil, so the system disable the GP object before enabling Annotations drawing and vice-versa. To get what you want the system would required a full redesign.

Thanks for the report, but the issue reported here is a request for modified/improved behavior and not a bug in current behavior. Closing as this bug tracker is only for bugs and errors.

Then I would suggest that at the very least it should work in Object Mode since there you won'e add or modify GP lines.
IMO Annotations should definitely be accessible when selecting any object in Object mode.
