Short description of error
[Hi i wasn't sure if this is the place to report this if not please let me know but here goes, i have a windows laptop with GeForce 710M GPU (I know its not good or new one but its better than my I5-4200M CPU :) and i checked your list of supported GPUs and and i think its in it but anyways i would really appreciate it if you can help out ]

Exact steps for others to reproduce the error
*Open Blender
*Open Preferences and Check for CUDA :)

You use an older Nvidia GPU drives, update it from Nvidia support site can solve/mitigate this problem
Make sure you use Nvidia discrete GPU before launch Blender
AFAIK your Nvidia GT 710M and Intel HD 4600 both meet minimum Blender requirement to open and use Blender 2.8x, but your nvidia GTX 710M not meet Blender requirement to be used as render GPU, GT 710M have Compute Capability 2.1, request minimum 3.0

From what I can see, this is not a bug but a hardware limitation.
