Short description of error
Ctrl + Shift + C only works in Pose Mode

It is because Pose Mode hotkeys are separate from Object Mode hotkeys. You can see it in Blender Preferences -> Keymap. It takes you a few seconds to add a hotkey yourself. Just go to Blender Preferences -> Keymap then unroll 3D View -> Object Mode -> Object Mode (Global) and press "Add New" seen in image below. In that image I already made that shortcut, so you can just copy the setup.
Are you really sure developers need to do anything with it? :) With 500+ unsorted tasks and counting? :(
Thank you for the tip, i tried with 2.79 where it's default. It's not since 2.80 and how could i know if it's a bug or not?
Maybe they will make it default again?
And how do you know what to put in the Identifier field?
Yes, it works in 2.79 by default so may be considered a regression (very minor though), cause hotkey Ctrl + Shift + C looks unused in Object Mode. And I agree it should be logical for it to be working the same way.
I guessed :D Actually looked in Pose mode shortkey and changed "pose" to "object". Also you can find it in 2.79 and identifier is the same.

AFAIK it was intentional to keep free spots in the keymap. This gives more freedom to individual users and add-on writers to create their own keymap. There are plenty of other keys in 2.79 that are not mapped by default in 2.8x.
