System Information
Operating system: Windows-10-10.0.18362 64 Bits
Graphics card: GeForce GTX 1070/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 441.12

Blender Version
Broken: version: 2.81 (sub 16), branch: master, commit date: 2019-11-08 22:59, hash: 0a0d735acd
Worked: (optional)

Short description of error
The Editor Type icon in the Rendering workspace tab is taking an entire additional row in the header. Instead, I would expect it to be on a single row, as in the other workspaces. Not really a Bug but more a user interface related thing.

Exact steps for others to reproduce the error

  • Open general template
  • switch to rendering workspace

That's because the "Show Tool Settings" is enabled by default in that workspace.

Showing Tool Settings by default was added in 5f47adc0f7.
While I agree that this is a sane default, it is a bit orphaned in Rendering workspace [well Image Editor to be precise -- only one tool with options, which is also barely used...].
Also (havent checked code): seems a bit inconsistent, that when you switch to an Image Editor [by using a the Editor type dropdown], Tool Settings are hidden...

P.S: still vote for not being a bug...
