Blender Version
Broken: version: 2.81 (sub 16), branch: master, commit date: 2019-11-08 22:59, hash: rB0a0d735acd6e
Worked: (optional)

Short description of error
The Editor Type icon in the Rendering workspace tab is taking an entire additional row in the header. Instead, I would expect it to be on a single row, as in the other workspaces. Not really a Bug but more a user interface related thing.

Exact steps for others to reproduce the error
Differently from all the other workspace tabs, the Rendering one is displayed as a two rows header with the editor type icon taking the entire first row. I would expect to have this icon aligned on a single row as in the other workspaces.
Here follow a screenshot of the two rows Rendering workspace header:

That's because the "Show Tool Settings" is enabled by default in that workspace.

Showing Tool Settings by default was added in rB5f47adc0f7ae.
While I agree that this is a sane default, it is a bit orphaned in Rendering workspace [well Image Editor to be precise -- only one tool with options, which is also barely used...].
Also (havent checked code): seems a bit inconsistent, that when you switch to an Image Editor [by using a the Editor type dropdown], Tool Settings are hidden...

P.S: still vote for not being a bug...
