Short description of error
Sometimes in a scene there's so many objects that you want to have two outliners open in order to select specific files. However, selecting an object in one outliner and CTRL+selecting another object in another outliner is not possible.

Perhaps worth mentioning that in 2.80 and before, extending selection via different outliners does work (though it's shift+click there, of course).

I can reproduce the issue.

This is by design. In my discussions with @ideasman42 during development, we decided that users rarely have more than one outliner open at a time so outliner-to-outliner syncing is not something very needed. But we decided if the need arose, it could be implemented.
That being said, I did have this working at one point, and it should be simple to re-implement if desired.

While we can support different behavior, there should be a practical use case.
