System Information
Operating system: Windows-10-10.0.17134 64 Bits
Graphics card: GeForce GTX 1070/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 431.86

Blender Version
Broken: version: 2.82 (sub 1), branch: master, commit date: 2019-11-22 18:14, hash: 373e936e3e
Worked: (optional)

Short description of error
if in full screen, all of the buttons and render time info in the image editor becomes hidden during render and can't be accessed without minimising and maximising the window. This happens only if the render window is placed on the second monitor. I have a 4k monitor on the left and a 1080p monitor on the right (the monitor the render window is on). Windows Text scaling is set to 150% on the 4k screen and 100% on the 1080p screen.

Exact steps for others to reproduce the error
place the blender window on the left monitor (maximised) and the render window on the right window (maximised). press f12. Make sure new windows is set in the preferences for rendering.

Yes same behaviour, but for me it doesnt happen when I change render slots, only during rendering, and only if the render window is full screen on the second monitor. Additionally, intermittently the content of the main blender window on the first monitor also moves upwards and becomes hidden by the top part of the window during rendering on the second screen, so I also have to minimise and maximise that window too, so that I can see the top part of the blender interface (the menu items and the scene dropdown box etc).

I'll merge the reports then.
If necessary this will be consulted.

turns out that being fixed didnt resolve this bug. I'll raise another report with a bit more info.
