I'm not sure I can follow your report. The multi resolution modifier is available and shortcuts work as well, for instance hovering over a property and using Ctrl + scroll to change it.

Please add step by step instruction to reproduce the issue. What is the behavior you're expecting and what are you seeing instead?

I'm sorry for my poor English.
The multi-resolution modifier doesn't have a sculpt entry so it won't run. I don't know if this is a bug. There was no problem at 2.80.

The multiresolution modifier is currently disabled for sculpting to avoid the occurrence of a bug that corrupts the mesh data. The feature will be available again, once the bug (T58473) has been fixed.

I'll be closing this report, because the levels for sculpting were temporarily and intentionally removed from the modifier.
