I am writing with the help of Google translator.

Exact steps for others to reproduce the error
I copied the object Circle.005 and moved it to layer StandPrismUv from layer StandPrismWor. After the object is not selected with the mouse, but you can select all the objects using the keys on the keyboard A and in the window with a list of all objects. Button Revert does not help, it only helps to close and reopen the blender.

Working fine here [not sure though about the exact steps to reproduce... how was that object copied?, which collection was selected? etc...].

That video is a private video [cant watch it], could you make it public?

My actions:

  • Mistake. I can not select objects on the layer with the mouse.

In the provided file, selection works fine here (NVIDIA GTX 980Ti). Check that OpenGL Depth Picking is enabled in User Preferences -> Viewport -> Selection. Also, in the video I see navigation icons are not rendered properly, which is indicative of GPU driver issue, which may affect selection as well.

@ValeGoG is this still an issue? It seems to work fine for me. As @Stan_Pancakes suggested, you should check if you can update your GPU driver.
