On Texture Paint mode, can't select a tool after change the Image Paint Tool on Properties.

Exact steps for others to reproduce the error

  1. Select a tool on T Panel
  2. Change the Image Paint Tool on Properties to other tool
  3. Try to select again the first tool (Step 1)

I can confirm.
And I'd say it's a high priority because I can't find a workaround for this problem by tweaking the interface.

After looking into this subject it seems like a usability issue. When changing a brush from the property has a different meaning than from the tool selection.
One selects a tool, the other one a brush effect. the selected tool is then based on the brush effect. When changing the tool it selects the tool that has the brush (current selected tool).

It is somewhere between brushes and tool selection.

Grumble... This happens when you make it so there exists no Draw brushes, because you've change the only Draw brush to be a Blur brush. I guess we could then generate a new brush in this case so there is always at minimum 1 brush per tool?

I have this issue in Blender 3.0/3.1.2 with Texture Paint, but even if I have two Draw brushes in Texture Paint mode as shown here

When I change the paint tool to for example Soften

Then I can no longer select Draw from the Toolbar. When I click on Draw, it instead selects Soften. If I change the brush type back to Draw again I can no longer select Soften, it just selects draw instead. It seems to fix itself somewhat if I change from Texture Point to Object Mode and back again, though it was somewhat confusing.
