Hi. I can't reproduce it (Win10, GeForce GTX 1080). Your graphic drivers are from 2018.9.19. You might want to update them.
Edit: Something similar happens, but only after I zoom out a lot:

I think this is not a bug - even though it looks like it.

This line basically tells that if the redraw takes longer than the 0.25 sec it just skips the rest of the drawing.
So its actually more of a performance problem, as it takes too long to render the image.

In the video, this seems to kick in pretty early though, cannot reproduce something similar on my end.

Just to make sure we are all on the same page:

This is a known limitation of the current implementation. It tries to render images for 0.25 seconds and stops so it won freeze the system. On the other hand this will enable to use huge images that aren't able to load on a GPU.

There is a new implementation being implemented that doesn't have this limitation, but the ETA of that project is still unclear. Please follow T67530: [WIP] DesignTask: Add Drawing Of Image/UV Editor to the Draw Manager if you want to be updated on the progress.

I will be closing this issue as it works as intended
