Short description of error
When projecting and orienting the 3D cursor on the surface of a sphere, the Z orientation shifts by 90° depending on the face you're clicking on, as shown in this animated gif (the X and Y circles switch position):

I can confirm this one. I'm seeing both 90° roll and 1-3° roll, compared to the normal orientation of the same face.

I seem to be doing something wrong when I try to reproduce this. Please prepare a .blend file that makes it even easier to reproduce this.
Sure. I added it in the original post.
Keep in mind that the cursor orientation doesn't update when you click and drag (would be nice if it did), so you have to click multiple times with no dragging.
Also, the number of divisions seems to make a difference in which faces will trigger the switch.
In the example file the switch only happens when you move the cursor horizontally.

It might be the case, that there has to be a singularity like this somewhere. Not sure if this can be avoided, would have to check that in more detail. I'll confirm this for now with low priority, but maybe this cannot be solved entirely.

I did some frantic clicking all around the sphere to see if other sudden rotations would happen and there are still some strange ones when going up or down the sphere. I'll make a new issue for it when I find the time.
