Short description of error
Any External Window such as Preferences, Render View, File Browser is really slow to move and resize.
The strange part is if blender is Minimized with only the External Window in View it moves and resizes extremely fast
Exact steps for others to reproduce the error

@AcidRain0 have you tried the same with any other window (for example your system file browser) and Blender in background?

Glad to know that but that's not only a File View Thing
Preferences, Render View anything that's in a separate window is laggy
Yes and it's really fast
Blender creates a new window for it's file browser, render view or preferences it's really slow
If blender is maximized and I open up preferences the Preferences Window is extremely slow.
If I minimize the Blender and then scale or resize the preferences window it's really fast.
It's the same case with preferences, file view, view render or any other secondary window that blender creates.

Is resizing the main Blender window slow or fast in your case?
What happens when you open the user prefs, minimize them and then resize the main window? (so the opposite of what you show in the video)
