Short description of error
In the outliner, moving an object to a collection moves the object above the last object in collection.
Expected the moved object to take the latest position in the list, and not to be the second last.

Exact steps for others to reproduce the error
Reproducible with any scene.

Objects are either ordered alphabetically (enabled by default) or arbitrarily (typically in order of being added to collection). If you want the latter behavior, you'll need to turn off alphabetical sorting.

My description wasn't detailed enough : the behavior I'm describing is when the sort option is Arbitrary (not Alphabetically). Therefore, I'm expecting object to be added "in order of being added to collection" just like you say, but the result is that an object moved in a collection does not become last of the collection order, but takes the position above the last one.

Hm, cannot reproduce this (checked current master, 2.82 beta and 2.83 alpha builds)
Please try with File → Defaults → Load Factory Settings to see if you still can reproduce this issue.

No, the factory settings hasn't solved the issue.

Also note that the issue isn't happening with the Scene Collection, but within Collection child of the Scene Collection.

Also, I don't know if this could be linked, but I'm not able to reorder items inside collections.

But from what I can read from this forum thread (https://blender.stackexchange.com/questions/156447/blender-2-8x-outliner-manually-reorder-objects-within-collection) this seems to be possible and at least fixed in v2.81a.

That thread talks about reordering collections, which is indeed possible. But we've no manual control over how objects are ordered, save for enabling alphabetical sorting. When it's disabled, the order is arbitrary (i.e. however objects end up being ordered by Blender internally).

Well I believe I can live with this behavior, specific to my workspace, if you can't reproduce it.
