Short description of error
setting the transform node to "bilinear" gives the same result as using "nearest" - "bicubic" works fine
(scale 0.5 with bilinear looks like scale 0.5 with nearest)
Exact steps for others to reproduce the error
render image - add transform node - scale to 0.5 - compare output using nearest-bilinear and bicubic

open .blend file and render ...
use "switch" in compositing window to compare (change bilinear to bicubic in 2nd transform node to compare again)

No bug here, this is just a consequence of using exact 0.5 factor (other factors do give different results with bilinear vs nearest point methods).

The result of bilinear scaling = nearest scaling for negative integer powers of 2.
2^n where n= -1, -2, -3,...
So 1/2, 1/4, 1/8,...
You happened to pick the first case of 0.5
Try 0.6 or 0.501 and you will see how the algorithms are different. 🙂
