Short description of error
Proportional Editing doesn't work if Transform Pivot Point is set to Individual Origins

Exact steps for others to reproduce the error
Either use the attached blend file and go to step 7 below, or start at step 1.

proportional_editing_bug.blend

  1. Open Blender and click 2D Animation on the Splash Screen
  2. Draw something
  3. Press Tab to switch to Edit Mode
  4. Press 1 (the number) and than select some vector points
  5. Press O (the letter) to turn on Proportional Editing
  6. Press . and than 2 to change the Transform Pivot Point to Individual Origins
  7. Try to rotate, or scale, or move the selection
