Worked: (optional)
Short description of error
Object is not mirrored properly when moving object in mirror plane.
First important detail it works only in local axis
Second important detail it works only in ortho view
Third important detail white circle gizmo works good
Exact steps for others to reproduce the error
#75628.blend
Object starts moving in X axis instead of X plane

Applying the scale is the workaround for now.
I wouldn't call it a bug if it was related to rotation but it seems to be connected to scale. So I guess it is a bug.
It is more connected to move
Moving along X plane in right ortho viewto Object is resized upon moving, while viewing in right ortho viewObject is resized upon moving, while viewing in right ortho viewto Object is "resized" when moving object in mirror planeChanged status from 'Needs Triage' to: 'Confirmed'

I removed these images, because IMO they are more confusing than helpful. Key note here would be that mirror modifier is involved here.
Also, for some reason, when I change object rotation to 0, this issue will dissappear.

Mirror modifier has nothing to do with it here, this is purely transform 'issue' caused by numeric instability (local space is almost aligned with global and ortho view one, but not exactly, with generates those crazy effects in matrices multiplications). nothing to do here specifically, better handling of limit cases inducing numeric instability is always possible, but this is not considered a bug currently. Thanks for the report anyway.
