[using the cursor tool with on surface and orientation set to geom, the on surface has to be toggle once to do the snap to surface effective.]

and this is not a bug maybe but the snap to face center is not working. I did this and that's really useful https://github.com/1C0D/Snap_cursor_2_face_center

this is linked to the fact to enable or disable cursor surface in preferences.
if it is disabled in prefs but enabled in the tool in the 3D view this is not working and a toggle is needed to activate it. apparently the property in pref is not well synchronized with the tool
the problem is gone when doing factory settings
