View layer filters are grayed out while still working. #76225

Blender Version
Broken: 2.90 3ea67e08fe 2020-04-27 19:15
Worked: 2.83, 2.82, and older

Short description of error:
The filters panel in the view layer properties tab (available only while using Cycles) has it's options grayed out even thou the options still work.

Exact steps for others to reproduce the error:

Start with a new file.
Change your render engine to Cycles.
Open the "view layer properties" tab and expand the "Filters" panel. All the settings will appear grayed out while they're still toggle-able and still have an effect on the scene.

I have tried loading from factory defaults, but this did not fix the issue. I also tried a 2.90 build from a few days ago and it shows the same issue.
