Can you test this? https://blender.stackexchange.com/questions/43316/restore-thumbnails-in-windows-file-explorer

@antoniov, that seems unrelated to this report, which I think is about the Blender file browser showing image thumbnails when using Import Images as Planes.

I believe this was part of the file browser changes. Now it remembers the display setting from the last time the file browser was opened, and it doesn't make a distinction between display settings for opening e.g. .blend files and image files.

If I remember correctly that was by design, @JulianEisel can you confirm?

Right, I think it works if you enable thumbnail display or it was already enabled. But if you disable it (for example for opening a .blend file) and then use Import Images as Planes afterwards, it will not show thumbnails then either (as it used to).

Yeah thumbnails is already selected In file browser. Same thing when uploading image textures.

@naetronic, can you explain more clearly what doesn't work with a screenshot?

@naetronic Can you see preview thumbnails in Windows Explorer?

@antoniov yes image thumbs show up in Windows, and Photoshop. This is exclusively a Blender issue.

I'm getting this same issue;

System Information
Operating system: Windows-10-10.0.18362-SP0 64 Bits
Graphics card: GeForce GTX 1080/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 442.19

I tried re-installing Blender in case of corrupted install and it had no effect. I then tried adding the -R to my startup and it worked for the first directory opened and then went back to the default thumbnail images as soon as I changed directories in the file picker. Every now and then the thumbnail images will pop in but they go back to the default image after a second or two. The same happens for all thumbnails, blend files, image files, HDRIs, everything.

If there's a log file, screenshot/s or steps you'd like me to take that will help solve this let me know.

Does this happen only for the Import Images as Planes add-on or also when you browse images for any other activity?
Can you also try the latest version of Blender and check if it works? https://builder.blender.org/
