System Information
Operating system: win 10
Graphics card: 2080ti

Blender Version
Broken: 2.80+
Worked: 2.79

Description
In blender 2.8 when you select overlapping objects you can click multiple times to cycle though the objects behind the initially selected object. To do this you have to hold the mouse still.
If you move the mouse pointer, when you click to cycle the selection begins again from the closest object.
In 2.79 if you move the mouse and click again it will select the next object behind.

I posted this here and was told to report as a bug https://blender.community/c/rightclickselect/R6fbbc/#5eb172569c12211f406e6629

Exact steps for others to reproduce the error
make multiple objects and have them overlap
try to select objects behind the closest object by clicking multiple times
notice if you keep the mouse pointer exactly still it will cycle objects
notice if you move the mouse pointer even a tiny bit it will restart from the first object
2.79 behaviour is expected

On the one hand this would be useful for pen users - since it is difficult to click on the same point.
But on the other hand it would make it a bit more difficult to move with press and drag - since you would have to make sure that another object is not selected.

I'm not sure if this change was intentional.
@ideasman42, do you know why this was changed?

@mano-wii there is no problem, because it is not «click and drag» it is «press and drag». So selection of another object can be done only after release, and only if there was no drag.
Now selection of back object done with press LMB not with click.

I meant press and drag, click and drag doesn't really make much sense. I'll edit

I did try to tune selection to release and found there is at least 2 operators: main selection and tweak-tool selection.
Are there any obstacles to separate clicks and drags?

Selection cycling is intentionally reset on cursor motion.

Tested 2.79b and found this works the same as 2.8x.

@cambellbarton
Not totally the same. For 2.79 if front body already selected, next click always will select the second.
And I am not sure, it is a good begavior: I prefer one spare click but safe selection.
But the problem for pen can be solved with move-threshold tuning

The steps you listed to reproduce the problem are working as intended.

The issue is when the front-most object is already selected you're expecting it to cycle, even when you have moved the cursor.

Agree this should be made to work like 2.79.
