Short description of error
In EEVEE when the DOF is on, and the focus is on the glass object, it is blurred.
Only when you set the focus on an object that can be seen through the glass, it becomes sharp.

I set up a simple animation in the blender file, where the camera's DOF is fixed on the glass ball, and the background moves forward and backward.
Focus is only caught when the background overlaps with the ball.

Exact steps for others to reproduce the error

With "Show Backface" disabled, this problem goes away (Mac Catalina, Blender 2.90 alpha)

"Correct" behavior from actual optics physics; with focus on the glass object, the geometry of the glass should be in-focus, but the background refraction should NOT be. (With focus on the background, the background refraction should be in focus, but the "edge" of the glass may look fuzzy.)

It doesn't have to be glass, it can be any material, as long as it has the option Show Backface enabled.

The temporary solution is: using the mixed Principled BSDF with shader and changing the transparency blend to HASZED.

This is a limitation. Transparent object using alpha blend mode do not write to the depth buffer if you enable show backface. So the defocus will not be correct.

could we add a output aov channel that is allocated auto - depth - so people can write their own info to the depth pass before the DOF?
