Short description of error
start blender and instantly low framerates, cursor lags accross screen doesnt matter if its in viewport or not.
Exact steps for others to reproduce the error
open the file provided, instant low performance no matter how big or small the file is. makes me think its gpu related

Does this happen when you click on File > Defaults > Load Factory Settings?
Yes , still happens when factory settings are loaded , I also downloaded 2.83 and it still has this issue .

Your log file shows that there were third-party add-ons being loaded, perhaps one of them caused the performance issues (e.g. by having improperly registered event handler or timer).
No activity for more than a week. As per the tracker policy we assume the issue is gone and can be closed.
